What this amendment would do
Mrs. Shaheen submitted amendment numbered SA 1938. The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting bipartisan infrastructure investments.
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to protecting bipartisan infrastructure investments. Specifically, it aims to prevent the rescission of funding for critical infrastructure investments agreed to with overwhelming bipartisan support as part of the Infrastructure Investment and Jobs Act.
These protected investments do the following things:
-
Lower energy prices for families and small businesses.
-
Promote electric grid reliability and resiliency.
-
Improve drinking water and wastewater infrastructure, and more.
These changes are allowed provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
