What this amendment would do
Mrs. Shaheen submitted SA 1936 to be proposed for the concurrent resolution H. Con. Res. 14. The purpose of this amendment is to create a point of order in the Senate against certain legislative actions.
What It Aims to Change or Add
The amendment aims to add a Point of Order Against Impeding State and Local Building Code Updates. Specifically, it makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would impede State and local efforts to adopt and implement updated building codes.
According to the text, these updated building codes are meant to:
- Protect life and property
- Reduce losses from disasters
- Lower home insurance costs
- Improve indoor air quality
- Lower energy costs for American families
Additionally, the amendment adds rules for how this point of order can be bypassed. It states that the point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Furthermore, an affirmative vote of three-fifths of the Members of the Senate is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
