What this amendment would do
Mrs. Shaheen submitted amendment SA 1934, which was ordered to lie on the table. The purpose of this amendment is to create a point of order in the Senate against any legislation that makes reductions in child care or early childhood education funding.
- It aims to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces funding for child care or early childhood education.
- It sets a rule that this point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised against such funding reductions.
