What this amendment would do
Mrs. Shaheen submitted amendment SA 1930, which creates a deficit-neutral reserve fund. The main goal is to prevent energy cost increases for American families, farmers, and businesses.
What It Aims to Change or Add
This amendment allows the Chairman of the Committee on the Budget of the Senate to make changes to committee allocations, aggregates, and other levels in the resolution. It also allows adjustments to the pay-as-you-go ledger for specific legislation.
These changes can only happen if the legislation deals with preventing energy cost increases. Specifically, it aims to prevent the rescission of funding that was already provided by the Infrastructure Investment and Jobs Act and the Inflation Reduction Act of 2022. That funding supports energy-saving improvements for families, farmers, and businesses.
To make these adjustments, the new legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
