What this amendment would do
This amendment, submitted by Mrs. Shaheen, aims to add a new rule in the Senate to hold our officials accountable when it comes to healthcare and diabetes care. In plain terms, it creates a "point of order" rule. This means any Senator can raise an objection to stop a bill or measure from moving forward if the Congressional Budget Office finds that the legislation does certain harmful things.
Here is what the amendment aims to prevent:
-
It stops legislation that would reduce the number of people getting access to covered insulin products.
-
It stops legislation that would increase the rate of uninsured individuals living with diabetes.
-
It stops legislation that would reduce Federal funding that hospitals, community health centers, and other health providers rely on to treat diabetes.
If a bill triggers this rule, it can only move forward if three-fifths of the Senators vote to waive the rule, and it takes that same three-fifths vote to override a ruling by the Chair.
