What this amendment would do

This amendment, submitted by Mr. Hagerty, sets up a deficit-neutral reserve fund. Its purpose is to deal with the mishandling of classified information at the Department of State.

The amendment aims to allow the Chairman of the Senate Committee on the Budget to make changes to budget levels and allocations. This can happen for legislation that prevents the mishandling of classified information at the Department of State, as long as that legislation does not increase the deficit from fiscal year 2025 through 2034.

The changes or additions to the bill may include legislation that would deny security clearances to certain individuals. This applies to United States diplomats who have previously expressed sympathy, support, or praise for Hamas, Hezbollah, or other Iran-backed United States-designated Foreign Terrorist Organizations, or those involved with the Iranian regime's malign influence network known as the Iran Experts Initiative.
