What this amendment would do

Mr. Markey submitted amendment numbered SA 1923 to the concurrent resolution H. Con. Res. 14.

The purpose of this amendment is to create a point of order in the Senate against any legislation that would cut funding for research on Alzheimer's disease and related dementias.

Specifically, it aims to prevent bills, joint resolutions, motions, amendments, amendments between the Houses, or conference reports from reducing, rescinding, reprogramming, or cutting funding for Alzheimer's disease or related dementias. This includes research conducted or funded by the National Institutes of Health if those reductions would delay treatments and cures, increase health care costs for families and taxpayers, weaken support for caregivers, or undermine United States' global leadership in neurodegenerative disease research and innovation.

To bypass this rule and allow the Senate to consider such legislation, an affirmative vote of three-fifths of the sworn Members is required to waive or suspend it. Additionally, a three-fifths vote is needed to sustain an appeal of the ruling of the Chair on this point of order.
