What this amendment would do
MR. MURPHY submitted SA 1921 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.
-
The purpose of this amendment is to create a point of order in the Senate against legislation that would reduce FEMA assistance to disaster survivors.
-
It aims to add a rule making it out of order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces the amount of assistance awarded to disaster survivors by the Federal Emergency Management Agency, including assistance through the Disaster Relief Fund.
-
It allows this rule to be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
-
It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
