What this amendment would do
Mr. Coons, along with several other Senators, submitted amendment SA 192 to the concurrent resolution for the congressional budget for fiscal year 2025.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to the service of veterans to the end of title III of the budget resolution.
This change allows the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, and other levels. It also allows adjustments to the pay-as-you-go ledger for legislation that recognizes the service and sacrifices of American veterans.
Specifically, this can include legislation aimed at protecting or sustaining Federal employment opportunities for veterans as part of the broader Federal civilian workforce. The text notes this workforce is critical to United States governance and national security.
Accountability and the Budget
As folks looking out for the people and holding our officials accountable, we need to know that any changes made under this amendment come with a strict rule.
The text explicitly states that any legislation passed using this fund must not increase the deficit over the total period of fiscal years 2025 through 2034.
