What this amendment would do
Mr. Murphy submitted amendment SA 1916 to the concurrent resolution on the congressional budget for the United States Government for fiscal year 2025.
- The amendment sets up a deficit-neutral reserve fund relating to the use of Presidential pardons.
- It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels in the resolution, and adjust the pay-as-you-go ledger.
- These adjustments are for legislation relating to the use of Presidential pardons, as long as the legislation does not increase the deficit from fiscal years 2025 through 2034.
- The legislation can include condemning the pardon of Daniel Joseph Rodriguez's conviction for assaulting a law enforcement officer with a deadly or dangerous weapon.
