What this amendment would do
MR. MURPHY submitted amendment numbered SA 1915 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
The purpose of this amendment is to create a deficit-neutral reserve fund that relates to supporting Coast Guard order and effectiveness.
- It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.
- These revisions can be made for legislation relating to supporting Coast Guard order and effectiveness, as long as that legislation does not increase the deficit from fiscal years 2025 through 2034.
- It explicitly notes that supporting Coast Guard order and effectiveness may include studying the sudden, unexplained, and irregular dismissal on January 21, 2025, of Admiral Linda Fagan from her role as Commandant of the Coast Guard.
- It also covers addressing any impacts on Coast Guard organization, morale, and ability to execute its missions.
