What this amendment would do
This is SA 1914, an amendment submitted by Mr. Murphy. Common sense tells us that when we vote for our officials in Congress, they are the ones who are supposed to make the decisions on how money is spent, not the President or other government officials acting on their own.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to make adjustments for legislation related to impoundments.
Specifically, it aims to add legislation that defines when the President or other government officials violate the Congressional Budget and Impoundment Control Act of 1974. That law requires the President to promptly report to Congress whenever budget authority is withheld, and it was put in place to stop the President and other officials from unilaterally substituting their own funding decisions for the decisions made by Congress.
