What this amendment would do

Mr. Murphy submitted this amendment to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025. The purpose of the amendment is to create a deficit-neutral reserve fund.

This fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation that requires certain federal employees to publicly disclose financial transactions.

Specifically, it aims to add a requirement for all special advisors to the President, or special Government employees appointed on or after January 20, 2025, to publicly disclose any financial transaction or investment involving a foreign person or foreign government. This applies whether the individuals are paid or unpaid, as long as the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
