What this amendment would do
Sen. Hassan put forward an amendment, numbered SA 1899, for the budget resolution covering fiscal years 2025 through 2034. Put simply, this amendment aims to protect our seniors and everyday people who rely on Social Security.
What it changes or adds
This amendment adds a new rule in the Senate. It creates a point of order against a list of specific actions. Because we need to hold our elected officials accountable, this rule makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that does any of the following:
- Cuts Social Security benefits for seniors
- Increases wait times for Social Security benefits
- Leads to the closure of Social Security offices
If someone tries to push a measure that does these things, this rule allows a Senator to raise an objection.
How it can be bypassed
The text notes that this new rule is tough to brush aside. It can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, who are duly chosen and sworn.
Furthermore, it takes that same affirmative vote of three-fifths of the Senators to sustain an appeal of the ruling of the Chair if a point of order is raised.
