What this amendment would do

Ms. Hassan submitted an amendment to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.

The purpose of this amendment is to hold our officials accountable by creating a specific rule in the Senate. It aims to add a point of order against certain types of legislation.

Here is what the amendment changes or adds:

  • It makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase wait times for health care for veterans or increase delays for benefits for veterans.

  • It allows this rule to be waived or suspended, or an appeal of the Chair's ruling to be sustained, only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
