What this amendment would do
This amendment, submitted by Mr. Hickenlooper, sets up a deficit-neutral reserve fund. In plain English, it gives the Chairman of the Senate Budget Committee the power to change budget numbers and the pay-as-you-go ledger.
Purpose of the Change
The purpose is to allow for future legislation dealing with Federal land. This can include:
-
Recreational access and land management on Federal land
-
The importance of adequate staffing for the Bureau of Land Management, National Park Service, or other agencies of the Department of the Interior
The Main Rule
The one big catch is that any future legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034. It has to pay for itself so we do not add to our financial hole.
