What this amendment would do
Mr. Van Hollen submitted this amendment, numbered SA 1868, for the congressional budget resolution for fiscal year 2025. It deals with setting up a deficit-neutral reserve fund.
What It Aims to Change or Add
The amendment aims to add a provision to the budget resolution relating to prohibiting the President from owning, controlling, or affiliating with a company that engages in digital asset activities. This includes memecoins, stablecoins, and Bitcoin mining. It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels for legislation that does this, as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
