What this amendment would do
As your legislative analyst, I want to keep you informed on what our elected officials are trying to do with our taxpayer-funded systems. Mr. Van Hollen, along with Ms. Alsobrooks, submitted SA 1867 to be proposed for the congressional budget concurrent resolution.
What the Amendment Changes
-
This amendment creates a brand new rule in the Senate.
-
It makes it out of order to consider any bill, joint resolution, motion, amendment, or conference report that would reduce earned retirement benefits for federal employees or retirees.
-
To get around this rule and pass something that reduces these benefits anyway, it would take a strong three-fifths vote of the Senators chosen and sworn to waive it.
-
It also takes that same three-fifths vote to win an appeal if the Chair makes a ruling on this point of order.
