What this amendment would do

Mr. Van Hollen submitted amendment numbered SA 1862 to the concurrent resolution H. Con. Res. 14.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to the National Institutes of Health.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to the National Institutes of Health, which may include restoring programs to train the next generation of young scientists and researchers.

The condition for these changes is that the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
