What this amendment would do

MR. VAN HOLLEN submitted SA 1858, which is an amendment intended for the concurrent resolution H. Con. Res. 14 for the fiscal years 2025 through 2034.

Purpose and Changes

The purpose of this amendment is to hold our officials accountable by adding a new point of order in the Senate. Simply put, it makes it out of order to consider certain reconciliation legislation until the Congressional Budget Office has publicly posted an estimate showing how the measure affects budget authority, outlays, revenues, deficit or surplus, and debt.

To bypass this rule, it takes a three-fifths vote of the chosen and sworn members of the Senate to waive or suspend it, or to sustain an appeal of the ruling of the Chair.
