What this amendment would do
As your legislative analyst, let's look at what this amendment actually does for us. Submitted by Mr. Van Hollen and Ms. Warren, SA 1857 aims to create a new rule in the Senate regarding how our tax dollars and the IRS are handled.
The main purpose of this amendment is to establish a point of order in the Senate. Simply put, this creates a strong roadblock against any legislation, resolution, motion, or amendment that cuts Internal Revenue Service funding for enforcement of misuse of private jets.
- To get around this roadblock and pass a bill that cuts this specific IRS funding, it would take a three-fifths affirmative vote of the Senators chosen and sworn.
- It also requires that same three-fifths affirmative vote to sustain an appeal if the Chair rules against a point of order raised under this rule.
