What this amendment would do

This amendment, submitted by Mr. Coons, sets up a deficit-neutral reserve fund.

Its purpose is to allow the Chairman of the Senate Committee on the Budget to adjust budget levels and the pay-as-you-go ledger for legislation related to a specific group of workers.

The amendment aims to cover legislation that brings back Federal Aviation Administration workers who meet specific conditions:

  • Were terminated since January 20, 2025

  • Were terminated without cause

  • Were terminated not based on a performance review or conduct in the workplace

The key rule for this fund is that any legislation using it cannot increase the deficit over the total period of fiscal years 2025 through 2034.
