What this amendment would do
Mr. Warner submitted SA 1850, which is an amendment intended to be proposed for the concurrent resolution H. Con. Res. 14 for the fiscal years 2025 through 2034.
The amendment aims to add a deficit-neutral reserve fund relating to ensuring the adequacy of benefits provided to miners who are totally disabled by pneumoconiosis.
This allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This can be done for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports related to ensuring the adequacy of pneumoconiosis benefits.
To keep our elected officials accountable, this power is only granted provided that the resulting legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
