What this amendment would do
Mr. Warner submitted SA 1848, which is an amendment intended for the concurrent resolution setting the congressional budget for the United States Government for fiscal year 2025 and setting forth budgetary levels for fiscal years 2026 through 2034.
The amendment aims to add a deficit-neutral reserve fund relating to prohibiting the closure or relocation of Federal agencies without congressional authorization.
How It Works
The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.
These revisions and adjustments can be made for legislation relating to prohibiting the closure or relocation of Federal agencies without congressional authorization.
The budget levels can only be adjusted if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
