What this amendment would do

MR. WARNER submitted SA 1841 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget. The purpose of this amendment is to hold officials accountable by creating a new point of order in the Senate against considering certain legislation.

  • It aims to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that provides new budget authority for any fiscal year.
  • It aims to stop the Senate from considering any legislation that would increase or decrease revenue.
  • These restrictions apply during any period when there is an ongoing violation of the Congressional Budget and Impoundment Control Act of 1974, as determined by the Comptroller General of the United States.
  • It allows this rule to be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
