What this amendment would do
-
Submitted by Mr. Warner, this amendment is known as SA 1839 and was proposed for the H. Con. Res. 14 concurrent resolution for the 2025 federal budget.
-
The main purpose of this amendment is to create a point of order in the Senate. This rule stops the Senate from considering certain reconciliation bills, resolutions, or amendments if they try to rescind money from the Inflation Reduction Act of 2022 that has already been obligated or awarded.
-
To get around this rule and allow Congress to take back that money, it would take a three-fifths vote of the sworn members of the Senate.
