What this amendment would do
Mr. Warner submitted amendment SA 1837 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.
The purpose of this amendment is to hold the government accountable by creating a point of order against considering certain reconciliation legislation in the Senate. It aims to add a rule that stops the Senate from moving forward with a reconciliation bill or resolution unless the Director of the Congressional Budget Office certifies something very specific.
Specifically, the Congressional Budget Office must certify that the funds appropriated for health, education, research, law enforcement, and foreign aid are not being subjected to any programmatic funding delays, deferrals, or rescissions.
To bypass this rule and waive or suspend it, the Senate would need an affirmative vote of three-fifths of the members who are duly chosen and sworn. That same three-fifths vote is also required if anyone wants to appeal a ruling made by the Chair regarding this point of order.
