What this amendment would do
MR. KELLY submitted SA 1830, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting the privacy of servicemembers and veterans. It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
This applies to legislation relating to protecting the personal, private, or sensitive information regarding members of the Armed Forces, veterans, or their families. Specifically, this information is maintained by the Department of Defense, the Department of Veterans Affairs, and any other Federal agency against disclosure, intrusion, or unchecked access by employees of the United States DOGE Service Temporary Organization or any nonagency employees who lack appropriate vetting, authorization, clearance, or need to know. These changes are allowed as long as the legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
