What this amendment would do

Mr. Kelly submitted the amendment, designated as SA 1828, to the concurrent resolution for the congressional budget for fiscal year 2025 and levels through 2034. The purpose is to establish a deficit-neutral reserve fund relating to supporting federal law enforcement personnel.

What It Aims to Change or Add

The amendment aims to add a new section to title III of the budget resolution. This addition allows the Chairman of the Committee on the Budget of the Senate to revise budget allocations and make adjustments for legislation regarding federal employees who combat drug trafficking.

  • Protection from Reductions: It allows changes for legislation that would prohibit the reassignment, termination, or laying off of federal employees whose job is to disrupt, investigate, or prosecute drug trafficking or keep communities drug-free.
  • Agency Protections: It allows changes for legislation that would prohibit reduction in force actions for any federal agency with a mission that includes protecting the people of the United States against drug trafficking or the illegal sale of dangerous drugs.
  • Deficit Rule: Any legislation using these adjustments must not increase the deficit over the total period of fiscal years 2025 through 2034.
