What this amendment would do

  • The amendment was submitted by Mr. KELLY.

  • It adds a deficit-neutral reserve fund to the end of title III.

  • Its purpose is to support federal law enforcement personnel so they can continue combating human trafficking and to protect them from workforce reductions directed by the Department of Government Efficiency.

What It Aims to Change or Add to the Bill

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

  • These revisions can be made for legislation relating to protecting Federal employees who combat human trafficking.

  • This includes legislation that would prohibit the reassignment, termination, or laying off of Federal employees whose job is to disrupt, investigate, or prosecute human trafficking.

  • It also includes legislation that would prohibit reduction in force actions for any Federal agency with a mission that includes protecting the people of the United States against human trafficking.

  • These adjustments depend on the amounts provided in such legislation, provided that the legislation would not increase the deficit over the total of fiscal years 2025 through 2034.
