What this amendment would do

Mr. Kelly submitted amendment SA 1824 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund relating to supporting Federal law enforcement personnel so they can continue combating terrorism and to protect them from workforce reductions directed by the Department of Government Efficiency.

What it Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • It allows adjustments to the pay-as-you-go ledger for legislation relating to protecting Federal employees who combat terrorism.
  • It allows legislation that would prohibit the reassignment, termination, or laying off of Federal employees whose job is to disrupt, investigate, or prosecute acts of terrorism.
  • It allows legislation that would prohibit reduction in force actions for any Federal agency with a mission that includes protecting the people of the United States against terrorism.
  • It requires that such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
