What this amendment would do
Mr. Kelly submitted amendment SA 1823 to protect our toxic-exposed veterans and keep our promises to them. The purpose of this amendment is to add a deficit-neutral reserve fund to the concurrent resolution for the 2025 federal budget.
What It Aims to Change or Add
This amendment allows the Chairman of the Senate Committee on the Budget to adjust budget levels and allocations for future legislation. Specifically, it aims to support legislation that strengthens benefits for toxic-exposed veterans.
-
Barring DOGE: The added fund specifically covers legislation that bars the Department of Government Efficiency (DOGE) from reallocating, delaying, or repurposing funds for the PACT Act (the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022).
-
Fiscal Responsibility: Any legislation passed using this adjustment must not increase the deficit over the total period from fiscal year 2025 through fiscal year 2034.
