What this amendment would do
Purpose and Changes
-
Mr. Welch submitted this amendment to be proposed to the concurrent resolution for the congressional budget.
-
The amendment adds a new rule in the Senate creating a point of order against certain legislation.
-
It aims to stop the consideration of any bill, joint resolution, motion, amendment, or conference report that extends tax cuts for corporations making more than one billion dollars a year in annual income.
-
This restriction lasts until the Government Accountability Office gives written confirmation to the relevant Senate and House committees that every Federal agency is providing all essential services as required by law.
-
The rule can only be waived, suspended, or sustained on an appeal of the Chair's ruling by a three-fifths vote of the chosen and sworn members of the Senate.
