What this amendment would do
-
What the amendment does: It creates a deficit-neutral reserve fund relating to loving and cherishing Medicaid and protecting Medicaid from cuts to benefits, eligibility, or provider rates.
-
Its purpose: It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This is for legislation relating to loving and cherishing Medicaid, which may include prohibiting cuts to Medicaid mandatory and optional benefits, enrollee eligibility, or reimbursement paid to Medicaid providers.
-
The condition: This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
