What this amendment would do
Mr. Durbin, along with Ms. Baldwin, submitted SA 1748 to the concurrent resolution for the fiscal year 2025 congressional budget. Common sense tells us that when we look out for the good of the people, we need to hold our officials accountable for where our money and health priorities go.
- It creates a point of order in the Senate against any legislation that reduces the average tax liability for taxpayers with incomes over $1,000,000,000 annually.
- It adds a strict condition that such tax-cutting legislation must also restore and increase life-saving biomedical research funded by the National Institutes of Health.
- It requires an affirmative vote of three-fifths of the Members of the Senate to waive or suspend this rule, or to sustain an appeal of the ruling of the Chair.
