What this amendment would do
Mr. Kelly submitted SA 1744 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
Its Purpose
The purpose of this amendment is to create a deficit-neutral reserve fund relating to ensuring health care fairness for military families.
What It Aims to Change or Add
-
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
-
These adjustments are for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to strengthening military health care programs.
-
This includes legislation that would invest in the TRICARE program so that young adult dependents of military families may remain on a TRICARE healthcare policy until they reach 26 years of age, similar to what is already available for civilian healthcare policies.
-
It also includes legislation that would eliminate the separate premium for TRICARE Young Adult Select and the separate premium for TRICARE Young Adult Prime.
-
The changes apply by the amounts provided in such legislation for those purposes, provided that the legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
