Changes bill
119-HCONRES-14 — Establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
  1. Introduced
  2. Pending Consideration

What this amendment would do

Mr. Kelly proposed SA 1743 to set up a deficit-neutral reserve fund. In plain English, this gives Congress the budgetary flexibility to pass future laws dealing with air travel safety and supporting air traffic controllers, without making the national deficit worse between fiscal years 2025 and 2034.

Key Changes and Additions

The amendment allows the Chairman of the Senate Committee on the Budget to adjust financial levels and the pay-as-you-go ledger for legislation that does the following:

  • Prohibits the deferred resignation, termination, or laying off of Federal Aviation Administration personnel responsible for air traffic safety.
  • Prohibits reductions in force actions for any agency whose mission includes ensuring air travel safety.
  • Increases funding for the Federal Aviation Administration specifically for hiring and training safety and air traffic control personnel.
