What this amendment would do
Mr. Kelly submitted amendment SA 1740 to be proposed for the concurrent resolution H. Con. Res. 14, which sets the congressional budget for the United States Government for fiscal year 2025 and the budgetary levels for fiscal years 2026 through 2034.
What it aims to change or add
The amendment aims to add a point of order against legislation that uses tax dollars collected from taxpayers to subsidize the cost of private schools.
Under this addition, it will not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that spends taxpayer money to subsidize private school costs.
To get around this rule, the amendment requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend it. Furthermore, an affirmative vote of three-fifths of the Members is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
