What this amendment would do
Mr. Kelly submitted amendment SA 1738 to be proposed for the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
-
The amendment aims to add a deficit-neutral reserve fund relating to legislation that does not increase tax breaks for wealthy corporations.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
-
These revisions apply to legislation relating to legislation that does not reduce the average tax liability of corporations with income over $20,000,000,000, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
