What this amendment would do

This is an amendment submitted by Mr. Kim, known as SA 1734, which was proposed for the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to strengthening Medicaid benefits for eligible Americans.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger for legislation relating to Medicaid.

Specifically, this may include barring the Department of Government Efficiency (DOGE) from reallocating, delaying, or repurposing funds authorized for providing healthcare coverage, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
