What this amendment would do

Mr. Kim submitted amendment SA 1732 to the concurrent resolution H. Con. Res. 14. Plain and simple, it adds a new rule in the Senate to hold our elected officials accountable regarding how they project long-term budgets.

  • Point of Order: The amendment creates a rule where it is not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that uses any baseline other than the current law baseline when preparing a budget projection of longer than 10 years.
  • Waiver and Appeal: This new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members. It also requires an affirmative vote of three-fifths of the Members to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
