What this amendment would do
This amendment, submitted by Mr. Kim, creates a new rule in the Senate to protect the National Flood Insurance Program from being privatized.
Purpose of the Amendment
The purpose is to make it against the rules in the Senate to consider any legislation that would privatize the National Flood Insurance Program. The text notes that this program provides flood insurance to homeowners who would otherwise be unable to get insurance in the private market.
How the Rules Would Work
If someone tries to bring up a bill or amendment to privatize the program, a point of order can be raised against it.
To bypass this new rule and allow the legislation anyway, it would take an affirmative vote of three-fifths of the sworn Senators to waive or suspend it. It would also take that same three-fifths vote to sustain an appeal if someone challenges the ruling of the Chair.
