What this amendment would do

Mr. Lujan submitted amendment SA 1724, which is meant to be proposed for the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.

The purpose of this amendment is to create a deficit-neutral reserve fund that relates to providing greater incentives for domestic manufacturing.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.

These changes are for legislation that relates to providing greater incentives for manufacturers who develop and manufacture products in the United States. This can only happen by the amounts provided in such legislation for those purposes, and as long as that legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
