What this amendment would do

Mr. Luján submitted amendment SA 1705 to the concurrent resolution for the congressional budget for fiscal year 2025. The purpose of this amendment is to set up a deficit-neutral reserve fund relating to the divestment of assets that may cause conflicts of interest.

What It Aims to Change or Add

This amendment allows the Chairman of the Committee on the Budget of the Senate to make changes to committee allocations, aggregates, and other levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation related to enhancing Government ethics.

Specifically, the added provisions may include legislation that prohibits the funding or subsidization of individuals serving as special Government employees in the executive branch who refuse to divest themselves of any asset that may cause a conflict of interest. These adjustments can be made as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
