What this amendment would do
MR. WARNock submitted SA 1702, which is an amendment proposed to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.
Purpose and Changes
The purpose of this amendment is to hold our officials accountable by creating a specific rule in the Senate regarding trade and our farmers. It aims to add a point of order that prohibits the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would limit export markets for agricultural goods sold by United States farmers as a result of United States tariffs or retaliatory tariffs from other countries.
To make sure this rule actually has teeth, the amendment sets clear conditions:
- This point of order can only be waived or suspended by an affirmative vote of three-fifths of the sworn Members of the Senate.
- It also requires an affirmative vote of three-fifths of the sworn Members of the Senate to sustain an appeal of the ruling of the Chair.
