What this amendment would do
Mr. Welch submitted SA 1685, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
-
The amendment adds a new section to the end of title III titled DEFICIT-NEUTRAL RESERVE FUND RELATING TO PROMOTING LAND ACCESS AND CREDIT ACCESS FOR YOUNG AND BEGINNING FARMERS AND RANCHERS.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
-
It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
-
These changes are meant for legislation relating to promoting land access and credit access for young and beginning farmers and ranchers.
-
This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
