What this amendment would do
Mr. Welch submitted SA 1683 to the concurrent resolution on the congressional budget for fiscal year 2025. Plain and simple, the purpose of this amendment is to set up a deficit-neutral reserve fund.
What it Aims to Change or Add
- Adds a new section to title III regarding a reserve fund for a strong safety net.
- Focuses specifically on small-scale, diverse, specialty crop, organic, young, and beginning farmers and ranchers.
- Allows the Chairman of the Committee on the Budget of the Senate to revise budget allocations, aggregates, and make adjustments to the pay-as-you-go ledger.
- Applies these potential adjustments to legislation relating to this safety net, as long as the legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
