What this amendment would do
MR. WELCH submitted amendment SA 1680 to be proposed for the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund at the end of title III relating to supporting biodiversity, food security, and reforestation efforts globally.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to supporting biodiversity, food security, and reforestation efforts globally, by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
