What this amendment would do

Mr. Welch submitted amendment numbered SA 1678 to be proposed to the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to supporting farmers addressing the climate change crisis at the end of title III.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to supporting farmers addressing the climate change crisis.
  • These revisions and adjustments can only be made if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
