What this amendment would do
Here is the straight talk on what Senator Welch is trying to do with this amendment. We need to keep our elected officials accountable, and this text lays out a clear rule for the Senate floor.
What It Changes and Adds
- It adds a new point of order in the Senate against certain legislation.
- It stops the Senate from considering any bill, resolution, motion, or report that authorizes or appropriates funding to implement activities, negotiations, or policy discussions about removing non-citizen Palestinians from Gaza, the West Bank, or other areas that came under Israeli administration after June 5, 1967.
- It bases this rule on the fact that seizing enemy property and pillage is a war crime under the War Crimes Act, and U.S. officials facilitating these acts would face liability risks.
- It allows this new rule to be waived or suspended only by a three-fifths vote of the Senators chosen and sworn, and the same three-fifths vote is required to sustain an appeal of the Chair's ruling.
